Draw every surface the food can reach.
Mark the food, any inner bag or liner, tray, wrap, carton, insert and closure in a simple section drawing. Identify direct contact, indirect contact and surfaces that can meet one another during stacking, rolling, folding or storage. A printed outside panel may never be intended to touch food directly, yet set-off or transfer through a substrate can still belong to the assessment.
The contact map should reflect actual use. Dry biscuits in a sealed inner bag create a different route from an unwrapped greasy product, a frozen item or food heated in its pack. State filling conditions, storage time, temperature, moisture and whether consumers may place food against a printed surface after opening. The packaging insert checks can help locate every separate component rather than treating the carton as the whole system.
Printed and unprinted sides are not interchangeable.
For markets governed by the relevant EU framework, good manufacturing practice includes specific controls for printing inks applied to the non-food-contact side. The rules address transfer through the substrate and set-off in a stack or reel, and state that printed surfaces covered by those provisions should not directly contact food. That is a regulatory boundary, not a design preference.
Do not respond by moving a design to the inside of a carton without review. Inside decoration changes the declared contact route and may require a different material, ink, coating, barrier or construction. An unprinted-looking surface can also carry coating, adhesive or contamination from later handling. Ask the responsible supplier and compliance specialist to assess the complete proposed use for each destination.
Evidence must describe intended use.
Request current documentation for the exact substrate and other relevant components, including intended-use restrictions. A general brochure or a statement that a material is ‘suitable for food packaging’ may omit the food type, contact side, time, temperature, barrier, conversion process or legislation involved. Match product codes and supplier references to the construction being quoted.
Where a declaration, test report or compliance statement is needed, the responsible specialist should decide what applies and how evidence from the supply chain fits together. A printer's file check or physical proof cannot establish migration compliance. The proofing route can approve content and appearance within its stated scope, while chemical and regulatory evidence remains a separate approval stream.
Decoration can change the assessed construction.
Ink coverage, varnish, laminate, foil, adhesive and window materials are not merely styling choices in a contact-sensitive pack. They can change layers, curing, set-off behaviour, barrier assumptions or the ability to use existing evidence. Show the complete decoration plan when requesting a technical review, including both sides, glue areas and any surface that may touch another component during storage.
A recyclability claim answers a different question. A mono-material-looking pack is not automatically suitable for food contact, and a compliant contact construction is not automatically recyclable in every local system. Keep claim ownership and evidence separate. The packaging recyclability questions help prevent one approval from being misrepresented as another.
Approval belongs to a named market and product.
The brand placing the product on the market should identify the responsible regulatory adviser and the destinations involved. UK, EU, Northern Ireland and other markets can have different or evolving requirements. Food category, consumer use and pack construction also matter. General information cannot replace advice on the actual product or establish legal compliance.
Keep the approved contact map, bill of materials, supplier documents, artwork version and responsible sign-off together. If a board, ink, coating, adhesive, food, market or storage condition changes, return the affected assessment to its owner. The folding-carton brief can capture physical specifications and artwork status, but production should proceed only after the customer has supplied the approvals required for the intended use.
